Opioids are responsible for tens of thousands of deaths each year, and millions of Americans suffer from opioid use disorder. This report describes the development of a model to analyze policies to address the opioid epidemic and summarizes the relevant data. This paper does not include any specific policy analysis but rather presents the tools to do such analysis.
