This report evaluates the Los Angeles County Public Defender’s Office CARE Program, a holistic defense model that supports justice-involved youth. Using qualitative, quantitative, and cost analyses, the report finds benefits in quality of life, case dispositions, and county cost savings. The evaluation finds no significant short-term effect on recidivism and highlights implementation challenges related to staffing, data, and coordination.
