KUNSAN AIR BASE, Republic of Korea –Airmen assigned to the 8th Fighter Wing integrated with the 8th Army for Exercise Courageous Channel 26, Oct. 20–21, 2026. The theater-level noncombatant evacuation operations (NEO) exercise is designed to validate overseas installation readiness, train personnel on evacuation procedures, and safeguard regional stability.
The annual bilateral training prepares military installations to rapidly account for, process, and safely evacuate noncombatant evacuees (NCEs)—including military dependents, contractors, and designated civilians—during natural disasters or contingency operations.
During the two-day exercise, NEO wardens—Airmen who serve as critical links between unit commanders and evacuees—mobilized to establish a centralized assembly point. Working alongside joint-agency support teams, the wardens deployed advanced Noncombatant Tracking System (NTS) terminals to maintain real-time accountability and command visibility.
The processing node was optimized for high-throughput tracking and life-support logistics. Joint teams synchronized at the assembly point to deliver comprehensive pre-departure briefings, legal and operational guidelines, and resource coordination to departing role-players.
“Stepping outside my career field and seeing the importance of the NEO program during this two-day exercise was eye-opening,” said U.S. Air Force Senior Airman Eric King, 8th Comptroller Squadron resource advisor. “Whether it’s building cots, setting up the collection point, or processing role-players, the exercise demonstrated how effectively NEO wardens must work together to ensure personnel transition safely.”
As the Command Sponsorship Program expands at Kunsan Air Base, the “Wolf Pack” remains uniquely postured to ensure the safety of military families. This training shifts the focus of the installation from active combat operations to humanitarian protection.
“Military members are expected to mobilize, deploy, and adapt to execute their mission,” said U.S. Air Force Tech. Sgt. Jory S. Fueston, 8th Force Support Squadron readiness noncommissioned officer. “Through Courageous Channel, the focus shifts to the welfare of our dependents and civilians. This gives them the opportunity to evacuate the base safely and effectively through the NEO.”
Repetition remains the cornerstone of theater readiness. By running families and staff through the realistic paces of a simulated evacuation, the wing builds trust in its logistical systems.
“The Wolf Pack is focused on readiness, and this exercise gives real-world noncombatant evacuees the opportunity to get eyes on the process,” said U.S. Air Force 1st Lt. Jesse A. Espinoza, 8th Force Support Squadron readiness officer in charge. “Familiarization and repetition foster awareness and confidence for our NEO staff and the personnel they support.”
