Dive Brief: O’Reilly Automotive is sharing the benefits of refunds from now-invalidated tariffs with its suppliers, President Brent Kirby told analysts in a July 30 earnings call. Kirby explained that O’Reilly is “not paying a lot of direct tariffs” since, historically, its sourcing model primarily relies on other suppliers as the importer of record. Kirby did not elaborate on the exact form the tariff refund benefits are taking, but said the company aims to make sure “we are benefiting from sharing the…
In May, China’s Ministry of Commerce took an unprecedented step: it ordered Chinese firms to disregard U.S. sanctions against five domestic refiners processing Iranian crude oil. Weeks later, China’s Ministry of Justice issued another first-of-its-kind order, declaring that the European Union’s antisubsidy probe into a Chinese security firm was an improper assertion of foreign jurisdiction. These measures might seem like ordinary bureaucratic retaliation, the latest moves in a familiar cycle of sanctions, investigations, and countermeasures. But they are part of an important shift in the terms of global rivalry. Traditionally, assessments of a country’s ability to shape events beyond its borders…

Its character-driven storytelling and environmental combat already show promise, even if the experience still needs refinement. Expeditions: Samurai is the latest game in a series that began all the way back in 2013 with Expeditions: Conquistador. If you have played either of the last two installments, then you are probably keeping a pretty close eye on this one. With good reason too. Both Expeditions: Viking and Expeditions: Rome have very positive reviews on Steam. If you are not familiar with any of the Expeditions games, they are a mix of RPG, real-time exploration, and turn-based, tactical combat. Each game is set in a historical…
The Office of Personnel Management (OPM) is driving a landmark federal human resources IT modernization initiative — commonly referred to as HR 2.0 — that presents a once-in-a-generation opportunity to transform the way the federal government manages its most vital asset: its people. Yet technology alone does not transform organizations. Systems succeed or fail in the lived experience of the employees, HR professionals, managers and leaders who must ultimately adopt them, trust them, and integrate them into their daily work. This is why human-centered design (HCD) must be at the heart of the HR 2.0 initiative. But it is important…

(TNI-AL)The Indonesian Navy (TNI-AL) has unveiled a new, autonomous, attack unmanned surface vessel (USV), signalling its growing interest in uncrewed maritime systems to complement its expanding naval fleet and asymmetric-warfare capabilities.Footage released by the TNI-AL shows an unnamed one-way attack, or “kamikaze”, USV being launched from the well deck of the multipurpose hospital ship KRI Soeharso before transiting towards a target. The vessel features a low-observable hull with clean lines to reduce its radar cross-section, while an electro-optical turret and communications antennas are mounted above the deck.State-owned…
China’s 2025 reform raises some of the world’s lowest retirement ages. A birth-cohort simulation estimates that the reform holds the statutory working-age population roughly flat through the mid-2030s, keeping 48 million more people below retirement thresholds in 2035 and peaking near 67 million in 2043. Stability ends after the mid-2030s, but the effect remains large in the 2040s. The reform’s ultimate value depends on participation, demand, and artificial intelligence. This research was independently initiated and conducted within the China Research Center using a gift from philanthropist Michael Tang, as well as gifts from other RAND supporters and income from operations.…
