The Parliament approved amendments to the State Budget for 2025, directing an additional 325 billion UAH to defense. Of this amount, 292 billion UAH is revenue from frozen Russian assets.
On the same day, the head of the Budget Committee of the Verkhovna Rada, Roksolana Pidlasa, said that the Budget Committee approved changes to the State Budget for 2025, proposing to increase expenditures for the national security and defense sector by 325 billion UAH.
According to the document, from the total amount of 324.7 billion UAH the most costly expenditures will be directed to the needs of the Armed Forces of Ukraine (+210.9 billion UAH) and to the production and procurement of weapons and ammunition for them (+99.1 billion UAH).
The remaining funds will be distributed among the National Guard (8.1 billion UAH), the State Special Communications Service for the purchase of drones (4.3 billion UAH), the Security Service of Ukraine (1.3 billion UAH), the State Service for Transport Security (918 million UAH), border guards (83 million UAH), the Main Intelligence Directorate (GUR) (28.8 billion UAH) and the Foreign Intelligence Service (8 million).
These expenditures are planned to be covered from three sources. The main amount – 294.3 billion UAH – will come through international aid (non-repayable loans from the EU – ed.). Another 10.4 billion UAH will be provided by reducing non-military expenditures, and 20 billion UAH are expected to come from increased tax revenues on soldiers’ salaries.

As a reminder, on September 15 the Cabinet of Ministers of Ukraine approved the draft State Budget for 2026 and forwarded it for consideration by the Verkhovna Rada. The priority is security and defense, as well as social resilience.
