LHC Procurement Group has launched a £1bn framework to support construction and refurbishment of public buildings across Scotland.
The four-year Public Buildings Construction and Infrastructure (PB4) framework, commissioned by LHC on behalf of the Scottish Procurement Alliance, covers new build, refurbishment and civil infrastructure work for public sector clients.
It replaces the previous PB3 iteration and introduces 10 lots divided by value and scope, ranging from projects under £750,000 to jobs worth more than £25m.
Options include traditional and modern methods of construction, including framed and panelised systems.
The framework also includes lots for infrastructure work such as highways and drainage, hard facilities management, and demolition services.
Clients able to access the framework include councils, registered social landlords, NHS trusts, universities, emergency services, and government bodies.
It is intended to cover a wide range of public sector buildings including schools, hospitals, museums, libraries and civic centres.
LHC said the framework aims to improve delivery and governance by including project management, cost control and facilities management services.
Companies can bid for up to 10 lots.
Submissions must be made electronically by 12pm on 9 December 2025.
The framework may be extended beyond its initial 48-month term under the Procurement Act 2023, provided changes do not constitute a substantial modification.
The estimated total value of the work is £1bn excluding VAT.
Contract award criteria include quality (75 per cent) and price (25 per cent), with specific weightings for general, workstream and regional quality responses, as well as social value.
