The National Institute for Research and Development in Informatics – ICI Bucharest organized today, November 24, 2025, at the Palace of Parliament, in the Romanian Senate, the workshop “The defense industry facing Dual-Use Technologies & NATO Requirements”, an event dedicated to how the defense industry responds to accelerated technological developments and current NATO requirements. The discussions focused on both how emerging technologies can be integrated into strategic solutions, as well as the steps necessary to strengthen cooperation between research, industry and public authorities.
In the context of discussions on dual-use technologies and NATO requirements, ICI Bucharest signed, together with the “Dunărea de Jos” University of Galați – Center for Mobility Technologies (CTM) and ITH Management Office, a Memorandum of Understanding for the development of a national testing center for technologies with cyber risk potential. The center will aim to assess the security of equipment and technologies originating from cyber-risk spaces, susceptible to contain malware or malicious applications, contributing to increasing Romania’s capacity to prevent and respond to digital threats.
“Through this workshop, we facilitated a framework for dialogue between companies, integrators, academia and state institutions, in which directions of action and possible investment priorities relevant to Romania were discussed. Also, the signing of the Memorandum represents a concrete step towards developing a capacity for testing and assessing the security of critical technologies, with the aim of reducing the risks associated with malware and malicious applications. ICI Bucharest will continue to support collaboration between research, industry and Euro-Atlantic partners to contribute to the development of secure solutions compatible with current requirements.” stated Adrian-Victor Vevera, General Manager of ICI Bucharest.
The workshop addressed defense industry companies, local integrators and industry associations, providing an applied discussion framework on the challenges and opportunities generated by new dual-use technologies. Participants analyzed their impact on security and defense capabilities, as well as the need to align with Euro-Atlantic standards and objectives in terms of interoperability, resilience and innovation.
