An Alabama martial arts instructor alleges that U.S. Army personnel copied his published training materials on self-defense and gunfighting tactics into an instruction manual without giving him credit or compensation. Johnny Lee Smith, who published his Vanguard Training Manuals through his company Triad Martial Arts, accused the Army of copyright infringement in a complaint filed Sept. 11 in the U.S. Court of Federal Claims. The Air Force spent 45 years without warrant officers, the last one retiring in 1980 and the ranks disappearing from an Air Force that decided senior NCOs and commissioned officers could cover the same ground. Abstract In this article, we highlight the roles of attribution and false-flagging in cyber offense operations. Drawing from theory and real-world examples, we show that these reflect decisions aligned with strategic identity management, shaped by considerations of incentive and liability, and that they serve as more than situation-specific operational tools. Specifically, we present three short case studies on actor-specific “cyber kill” behaviors, showing that credit is likely to be claimed when incentives are high both operationally and reputationally, and that credit is likely to be discarded or reassigned when the anticipated liability is high.
