Recent years have made it clear that technological dependencies can become a security risk. Russia’s war of aggression against Ukraine, growing tensions between the US and China, conflicts in the Middle East and attacks on critical infrastructure all demonstrate that supply chains, communication channels and digital services have long been part of geopolitical conflicts. Against this backdrop, digital sovereignty becomes a strategic necessity.
For armed forces and organisations with a security mandate, this means ensuring information superiority and command and control capabilities under all conditions. Dependencies on individual technology providers, proprietary interfaces or uncontrollable cloud and platform services can compromise the availability of critical capabilities. Restrictions on updates, maintenance or support services can have far-reaching consequences, particularly in crisis situations.
Cyber operations, disinformation and attacks on digital supply chains also shape the security policy landscape. They aim to undermine trust, disrupt information flows and delay decision-making processes. NATO therefore regards resilience to threats to critical infrastructure, networks and supply chains as an essential component of deterrence and defence.
Under these circumstances, digital sovereignty is not an abstract political objective. It is a concrete contribution to operational readiness. It creates the conditions necessary to ensure that data, analytical processes and core technological components remain available and controllable even when international markets, political frameworks or supply chains come under pressure.
SCOPE connects data, systems and analytical processes
SCOPE supports organisations and armed forces in developing a robust, traceable situational picture from heterogeneous information sets. AI-Modules: Speech as a Structured Source of Information
Audio content is a valuable, yet labour-intensive, source of information in many analysis processes. Conversations, radio transmissions, voice recordings and other audio data often contain clues that can only be extracted with considerable manpower.
The seamlessly integrated Speech-to-Text and Speaker Identification modules from our European partner Phonexia enhance SCOPE with powerful capabilities for analysing large audio datasets.
Speech-to-Text automatically transcribes spoken content into text and can translate it into up to sixty target languages. This makes content quicker to search, compare and available for further data fusion. Analysts can examine relevant passages in a targeted manner, rather than having to manually evaluate entire recordings. This speeds up information gathering, reduces routine tasks and saves valuable resources.
The Speaker Identification module complements this process by analysing characteristic voice features. Speech patterns, pitch and individual speaking styles can be compared against existing reference data. This function helps to identify relevant individuals or groups more efficiently within extensive audio sources.
The ‘human-in-the-loop’ approach remains crucial to our AI-supported applications. AI-supported processes provide insights, structure data and assist with prioritisation. The technical assessment, contextualisation and decision-making always rest with the analysts responsible. In this way, SCOPE combines machine efficiency with human control, transparency and audit-proofing.
Resilience through controllable technology
The geopolitical developments of recent years underscore just how important controllable digital capabilities are for the national and European security architecture. In 2024, NATO adopted a roadmap for securing defence-critical supply chains, thereby emphasising the importance of reliable components, systems and production capacities.
For mass data analytics, this means that technology must be available in the long term, adaptable and capable of being integrated into existing IT landscapes.
